Bill & Mary Meroff – Founders
Bill and Mary founded MSB in 1995. With more than 25 years of experience in education and technology, their combined efforts and expertise in the school-based Medicaid arena and IEP management solutions have empowered school districts to access vital reimbursement dollars as well as streamline data management. As a family owned business, MSB represents not only Bill and Mary’s vision of excellence and service, but also their commitment to help schools help the children they serve.
Bill and Mary are recognized leaders in school-based Medicaid administration services and leading experts in regulatory policy and compliance. Pioneers in the development of leading special education data management systems, Bill and Mary are trusted partners and advocates for schools.
Scott Meroff – Chief Executive Officer & Owner
As part owner and family member, Scott became our Chief Executive Officer in December of 2014. He’s the oldest of three sons and continues his parents’ dream of advocating for school districts. Scott leads MSB’s management team in fulfilling the company’s mission and vision to feel more like a family and part of the surrounding community.
Scott started with MSB in 1999 following years of teaching at a local private school. He holds a M.S. Degree in Counseling and brings 15 years’ experience in the field of Business. Before becoming CEO, he held the roles of Director of Finance and Human Resources.
Scott believes in working hard and playing hard. Scott is also very involved with his church, participating in leadership and teaching roles. He is a family man and avid Boston Red Sox and Patriots fan. When he’s not with his wife (Amy) and their three children, he can be found coaching baseball, basketball or soccer. He’s very passionate about coaching and regularly does so for a local Christian school. Scott believes that sports can be a very effective way to help teach kids life skills and character – such as integrity, outstanding work ethic and a “never give up” attitude.
Mike Meroff – Art Director & Owner
As a part owner and family member, Mike the youngest of three sons, has been helping MSB brand itself since 2001.
Having received a Bachelor of Science degree in Communication, Mike quickly discovered other interests after college. His Photoshop hobby eventually lead him to earn his Associate’s Degree in Graphic Design. His role here involves constantly looking at the MSB brand, website design and usability, as well as being a key player on MSB’s management team. One of many wonderful things that Mike brings to MSB beyond his keen eye for detail and graphic design is his sense of humor and an awesome mustache.
When Mike isn’t in the office you can find him in his basement roasting coffee or on a nice day kayak fishing in a nearby river. He’s passionate about spending time with his wife, Sim and their two boys.
Steve Courter – Director of Sales and Business Development
For the last 16 years, Steve’s time with MSB has included many tremendous opportunities to work with public school districts in the areas of School Medicaid, data management for student services including special education, Section 504 and Response to Intervention. His favorite times are those spent with school district administrators and staff, whether training or meeting to discuss our systems and some of the services we offer.
Over the years Steve has had the privilege of working with a great team and incredible school districts who truly put the needs of students first. When Steve is not on the road meeting with current and prospective customers, he enjoys looking for new opportunities to help school district administrators with their data management needs.
When Steve isn’t working with school districts he really enjoys time with his family skiing, going to the beach and sitting by the campfire on warm summer evenings. Between Boy Scouts, Make-a-Wish functions, daughter’s gymnastics, various other kid’s sports programs and church activities with his family, Steve has little time for boredom, or much else for that matter!
Rebecca Copeland – Director of Operations
During her 12 years as part of the MSB family, Rebecca has had the opportunity to be a part of nearly all aspects of the company. Rebecca began her journey as a member of the Medicaid billing team as a Claims Analyst for NH school districts, as well as out of district facilities, then served as a Customer Care Technician working directly with district staff, and eventually as Supervisor of the Customer Care Department. Since her role as Director of Operations, Rebecca has played an integral role in the development, design and implementation of MSB’s Special Education software products. This experience allows her to have a comprehensive understanding of district needs, as well as the entire Special Education process as a whole.
Dan Courter – General Counsel
In the last 16 years, Dan has supported school districts in New Hampshire, Massachusetts and Maine as they have navigated school-based Medicaid claiming. This support has included proactive regulatory compliance training, federal and state audit preparation and response. In addition, Dan has advocated for school districts in the administrative rulemaking process, providing written comments to proposed rules at both the state and federal levels as well as testimony before state legislative committees and in public hearings on proposed regulations on behalf of schools and their Medicaid programs. Dan is admitted as an attorney in New Hampshire and Massachusetts.
Kim Tortoriello – Director of Client Relations
Kim directs communication, training, and client relations support to public schools working with MSB. She has been instrumental in developing strategies to help districts comply with regulations, maximize efficiency and she is particularly driven to help reduce the administrative burden for educators so they can spend more time with kids.
Inspired to help make society more inclusive for people with disabilities, MSB was a natural fit for Kim. She holds a Master’s degree in Teaching and has been in the field of education and the delivery of health-related services for over twelve years. Previously, Kim has worked as a public high school social studies teacher, a coordinator of community living and work placements for adults with developmental disabilities, and a musician. A teacher at heart, Kim loves training and supporting clients as well as rallying her team at MSB to provide effective and meaningful training out in the field. She enjoys the unique blend of skill and imagination her team employs to strategize new ways to provide exceptional customer service and enhance MSB products to best suit client needs.
In her free time, Kim can be found playing the drums, guitar, writing and recording music, having dance parties at home with her five year-old daughter, Violet, or hiking in the woods with her husband, Geoff.
