January 5th Rosters (Massachusetts)

In order to be as prepared as possible for your FY 2016 Cost Report and the Q3 AAC Claim, you will need to run the following student rosters as of January 5, 2016. Each of these lists should include the students’ first names, last names, dates of birth and gender.  Each list should include those students who are enrolled in the LEA and those attending out of district schools when the LEA is financially responsible for the student except for regional schools and charter schools. If a student is attending a charter or regional school, only the charter or regional school is eligible to include that student in their Medicaid ratios and the public school district should not include any such student in their count.

Please provide the following lists as excel files to the Secure Documents workspace in Lumea and then email Sharon to let her know the files are available

  1. A roster to include all special education students enrolled in the district as of January 5, 2016, along with an indicator (for students who receive at least one service* that is a Medicaid Covered Service in their IEP, and an indicator to indicate for which students the district is seeking reimbursement from the School-Based Medicaid program). Seeking reimbursement** means that the district has the consent of the parent on or before January 5, 2016 in order to submit claims to MassHealth.  In other words, two additional columns on the spreadsheet:  i.e. Medicaid Covered Service “Y” or “N”, and Consent to Bill, “Y” or “N”.
  2. A roster to include the entire student body enrolled in the district as of January 5, 2016.

*Medicaid-billable services for 2016 include PT, OT, Speech, Audiology, Nursing, Personal Care, Psychological, Counseling and Applied Behavior Analysis (“Autism Services”).

**The educational/health-related records of all Medicaid students included in these statistics are subject to audit.  School-Based Medicaid Providers must therefore exclude from these statistics any Medicaid recipients for whom they do not seek reimbursement.
